Regulations Against Violence, Racism, Xenophobia, and Intolerance in Sports

 

Royal Decree 203/2010, which approves the Regulation for the prevention of violence, racism, xenophobia, and intolerance in sports, establishes a regulatory framework that strengthens prevention and sanction measures at sporting events. Córdoba Club de Fútbol firmly supports these initiatives, as they aim to ensure that sports activities take place in a safe and respectful environment for all attendees.

Among the main provisions of this decree are the implementation of surveillance systems, access controls, and the prohibition of dangerous items such as flares or weapons. These measures are aimed at preventing situations that could endanger the safety of attendees and ensuring that sporting events take place in a violence-free environment.

A key aspect of the regulations is the fight against racism, xenophobia, and intolerance in sports. The decree establishes the responsibility of sports event organizers to take effective measures against discriminatory behavior. This includes the creation of a central registry of offenders and the imposition of sanctions on those who commit acts of racism or intolerance.

Access Rules for Bahrain Victorious Nuevo Arcángel Stadium

 

ACCESS RULES FOR BAHRAIN VICTORIOUS NUEVO ARCÁNGEL STADIUM FOR SEASON TICKET HOLDERS AND SPECTATORS

 

  1.  In accordance with Article 17 of Royal Decree 203/2010, spectators (children and/or adults, regardless of their age) may access the Stadium through turnstiles, provided they possess the corresponding ticket or season pass. It is strictly prohibited to access the Stadium without a ticket or season pass, as well as to enter with children in arms without their corresponding ticket or season pass from 0 years old. Access will be denied to anyone attempting this.
  2. Tickets and season passes indicate the specific seat or area each spectator is allowed to access, and access to a different seat or area than the one indicated on the ticket or pass is not permitted.
  3. Spectators must keep their ticket or season pass and are required to show it at any time upon request by the authorities (Córdoba Club de Fútbol staff, security, police). If a spectator does not have a ticket or pass, they may be expelled from the Stadium.
  4. Season passes for Stadium access are the property of Córdoba Club de Fútbol and may be withdrawn and/or canceled if used in an unauthorized or irregular manner. Season passes are personal and non-transferable.
  5. It is prohibited to bring beverages or food in containers made of metal, glass, ceramic, wood, or similar materials that exceed a volume/weight of 500 milliliters/grams. It is also prohibited to bring any kind of alcoholic beverages, narcotics, psychotropics, stimulants, analogous substances, or to be under their influence. Additionally, it is forbidden to bring weapons or instruments that could be used as such, flares, fireworks, or similar objects.
  1.  In accordance with Article 59 of Royal Decree 2816/1982, access to the Stadium with bulky objects (such as strollers or others) that could constitute an obstacle in case of evacuation is not allowed.
  2.  Spectators with reduced mobility may only access the areas of the Stadium designated for this purpose (with their corresponding ticket or pass for these designated areas). Access to the Stadium may be denied if, despite having a valid ticket or pass for the match, it is not for these designated areas for persons with reduced mobility or if these areas are full.
  3.  It is prohibited to bring umbrellas with metal or wooden tips, golf-type umbrellas, selfie sticks, DSLR cameras, laptops, glass baby bottles, or special metal or glass cups for children.
  4. It is prohibited to bring any type of weapons or other objects or instruments that, due to their shape or size, could produce the same effects as weapons.
  5.     The Stadium does not have a storage facility.
  1. It is prohibited to bring professional TV cameras or microphones unless authorized by the communication department of Córdoba Club de Fútbol.
  2. It is prohibited to bring, display, or create banners, symbols, or other signs with messages that incite violence or terrorism, or that threaten, insult, or demean a person or group based on their racial or ethnic origin, religion or beliefs, disability, age, gender, or sexual orientation. It is also prohibited to chant, express, make sounds, or exhibit attitudes that incite violence or terrorism, or that aim to demean a person or group for reasons of their race or ethnicity, disability, religion or beliefs, gender, or sexual orientation.      
  3. It is prohibited to enter the stadium with your pet, except for assistance and/or guide dogs in accordance with current legislation.
  4.   Any other element prohibited by law or regulations.
  5. It is strictly prohibited to invade the playing field.
  6. All elements covered by Law 19/2007 and Royal Decree 203/2010 and other relevant regulations for the prevention of violence in sports events.

Access Rules to the Córdoba CF Sports City Facilities for Members and Spectators

 

  1. In accordance with Art. 17 of Royal Decree 203/2010, spectators (adolescents and/or adults over 12 years old) may access the Córdoba CF sports city after passing through the ticket office, and must possess the corresponding ticket or membership card (Sports City) for entry. Spectators without a ticket or membership card are strictly prohibited from entering. Children under 12 years old have free access upon proof of age.
  2. Spectators must keep their ticket or membership card and are required to show it at any time upon request by the authorities (Córdoba Club de Fútbol staff, security, police). If a spectator does not have a ticket or membership card, they may be expelled from the Sports City.
  3. Membership cards for access to the Sports City are the property of Córdoba Club de Fútbol and may be withdrawn and/or canceled if used in an unauthorized or irregular manner. Memberships are personal and non-transferable.
  4. The introduction of beverages or food in containers made of metal, glass, ceramic, wood, or similar materials exceeding a volume/weight of 500 milliliters/grams is prohibited. The introduction of any kind of alcoholic beverages, narcotics, psychotropics, stimulants, analogous substances, or being under their influence is also prohibited. Additionally, the entry of weapons, items that could be used as weapons, flares, fireworks, or similar objects is forbidden.
  1. The introduction of umbrellas with metal or wooden tips, golf-type umbrellas, selfie sticks, reflex cameras, laptops, glass baby bottles, or special metal or glass cups for children is prohibited.
  2. The introduction of any type of weapons or other objects or instruments that, due to their shape or size, could produce the same effects as weapons is prohibited.
  3. The introduction of drums, megaphones, motorcycle helmets, scooters, or bicycles into the Sports City is prohibited, as the facilities do not have a storage area.
  1. The introduction of TV cameras or professional microphones is prohibited unless authorized by the communication department of Córdoba Club de Fútbol.
  2. The introduction, display, or creation of banners, symbols, or other signs with messages inciting violence or terrorism, or that threaten, insult, or demean a person or group based on their racial or ethnic origin, religion or beliefs, disability, age, gender, or sexual orientation is prohibited. Chanting, expressions, sounds, or behaviors that incite violence or terrorism, or that aim to demean a person or group based on their race or ethnicity, disability, religion or beliefs, gender, or sexual orientation are also prohibited.
  3. Accessing a sports venue under the influence of alcoholic beverages, narcotics, or any substance that could disrupt public order is prohibited.
  4. Accessing the Sports City with your pet is prohibited, except for assistance and/or guide dogs in accordance with current legislation.
  5. Baby strollers are allowed as long as they do not pose an obstacle in the event of an evacuation of the venue, in accordance with Art. 59 of Royal Decree 2816/1982.
  6. It is strictly prohibited to invade the playing field.
  7. Any other element prohibited by law or regulations.
  8. All elements covered by Law 19/2007 and Royal Decree 203/2010 and other relevant regulations for the prevention of violence in sports events.

Image Capture at the Sports City

PROTOCOL OF ACTION AND CODE OF CONDUCT FOR THE USE OF CAMERAS AND SIMILAR DEVICES AT SPORTS EVENTS OF UNIÓN FUTBOLÍSTICA CORDOBESA, S.A.D.

INTRODUCTION

We recognize the value of shared moments and celebrate the passion of our fans for capturing and preserving memories of our sporting events. However, we are equally aware of the need to balance this enthusiasm with absolute respect for the privacy, security, and dignity of all participants, attendees, and players, with particular emphasis on the protection of our underage players. The proliferation of image-capturing devices and the ease with which photographs and videos can be shared and distributed in the digital world oblige us to be especially diligent in preventing abuse, irregularities, and unauthorized uses of images.

PURPOSE OF THE PROTOCOL AND CODE

In light of the above, the Club has decided to establish a protocol and Code of Conduct to prevent situations that may interfere with individuals’ intimacy, privacy, or right to honor, particularly ensuring the protection of minors. It also seeks to determine how to proceed in the event that such situations arise.

Accordingly, this Code of Conduct has as its fundamental purpose the establishment of clear guidelines and specific procedures for the use of cameras and recording devices during sports events organized by the Club or held at the Club’s facilities, ensuring a safe and respectful environment and compliance with applicable legislation.

SCOPE OF APPLICATION

This protocol and code will be shared with the individuals directly affected by its enforcement within the Club and, in addition, published on the Club’s corporate website, all with the aim of granting greater transparency and proactive protection of privacy and intimacy as established herein.

APPLICABLE REGULATIONS

This Code of Conduct is based on a legal and ethical framework designed to guarantee the respect and protection of the rights of all attendees and players at sporting events:

  • Organic Law 3/2018 on the Protection of Personal Data and Guarantee of Digital Rights (“LOPDGDD”): This national law represents the commitment to the protection of citizens’ privacy and personal data. In the context of our code, it emphasizes the importance of handling images captured at public events—which may be considered personal data—with the utmost care and respect for individual privacy.

  • Organic Law 1/1982 on the Right to Honor, Personal and Family Privacy, and One’s Own Image (“LO 1/1982”): This law underlines each individual’s fundamental right to their own image and to protection against capture and dissemination without consent.

  • General Data Protection Regulation of the European Union (“GDPR”): The GDPR establishes a standard for data protection in Europe, including the management of images as personal data. This regulation is particularly relevant to our code, as it lays down the principles of lawful processing, data minimization, and enhanced protection for minors’ data. Our code aligns with these directives by requiring that any image capture at sporting events comply with legality, legitimate purpose, and data security principles.

  • Codes of Conduct and Best Practices Recognized at National and International Levels: In addition to specific laws, our code draws inspiration from a variety of recognized codes of conduct and best practices, both nationally and internationally, establishing a set of core values and principles we consider essential.

These ethical and professional principles guide us in creating a respectful and safe environment, promoting responsible practices among fans, players, Club staff, and the entire community.

This approach includes the promotion of education on digital rights and privacy, fostering a culture of respect and legality in the capture and use of images, and the establishment of clear mechanisms for reporting and managing infringements.

CLUB PRINCIPLES AND VALUES

  • Respect for Privacy: The Club considers respect for individual privacy as one of its fundamental pillars. We understand the importance of protecting the personal information and image of all participants in our events, especially minors. This respect is expressed through clear policies and responsible practices regarding the use of cameras and recording devices, ensuring that each person’s dignity and privacy remain intact.

  • Commitment to Safety: The Club is committed to implementing all necessary measures to ensure a safe environment where the community can enjoy sports without concerns, free from any form of abuse or exploitation.

  • Transparency and Open Communication: We are committed to maintaining clear and transparent communication about our policies and practices related to the capture and use of images at sporting events. This ensures that all members of our community are informed and can participate consciously and respectfully, in alignment with our values of integrity and mutual respect.

  • Education and Awareness: The Club is dedicated to educating and raising awareness among its staff, players, fans, and the broader community about the importance of privacy and image rights. Through training programs and information campaigns, we seek to promote a culture of responsibility and respect in the use of recording and photography technologies.

  • Defense of Children’s Rights: Protecting the rights of minors is central to our mission and values. We strive to be a Club that leads by example in safeguarding young people, ensuring that their rights to privacy, safety, and protection against exploitation are always prioritized in our policies and actions.

  • Accountability: We take responsibility for complying with applicable laws and regulations regarding the protection of personal data and image rights, committing to constant review and improvement of our practices. We also establish accountability mechanisms to ensure compliance with these principles, acting decisively and transparently in the event of any breach.

These principles and values reflect the Club’s deep commitment to creating a safe and respectful sporting environment where the privacy and dignity of all—especially minors—are protected. Through these guidelines, the Club seeks to foster a more informed, responsible, and ethically engaged community.

GENERAL GUIDELINES FOR IMAGE CAPTURE

Permitted Use
The use of non-professional cameras and mobile devices is permitted exclusively for capturing personal and memorable moments. Such images must be for private use and may not be distributed widely or for commercial purposes.

Fans must be fully aware of their surroundings and avoid photographing or recording individuals who do not wish to be captured in images. This is particularly critical with children and adolescents, where consent for capturing and publishing images must be obtained from parents or legal guardians.

The publication of images on social networks or other digital platforms where clearly identifiable persons appear is strictly prohibited unless prior consent has been obtained—or, in the case of minors, the consent of their parents or legal guardians. This policy is intended to protect privacy and prevent any possible exploitation or misuse of images.

The Club expressly prohibits the use of professional and reflex cameras at all its events, unless prior specific authorization has been granted.

This restriction includes any camera with advanced capture capabilities, such as interchangeable lenses, extensive manual settings, and the ability to record in high definition, which are generally associated with professional or commercial use. The capacity of these cameras to capture detailed long-distance images may raise significant privacy concerns, especially at events with minors present. Limiting their use helps protect participants’ intimacy and prevent unauthorized image capture and distribution.

Restricted or Prohibited Areas
In addition to prohibiting image capture in locker rooms or areas designated for minors, we will establish camera-free zones in sensitive or high-privacy areas during events, i.e., areas where the use of cameras is expressly prohibited or restricted. This includes, but is not limited to, athletes’ rest areas, family areas, and any space temporarily designated for specific activities with children.

We will provide visible signage and additional guidance through our communication channels and on-site staff to inform and remind attendees of these camera-free zones, ensuring respect for the privacy of all participants.

Respect and Protection of the Rights of Photographed Persons
We will reinforce the need to obtain explicit and informed consent before photographing or recording individuals, particularly minors. Such consent must be clear and documented where possible, especially in situations where individuals may be uniquely identified in the captured material.

Any image or video obtained during our events must not be used in a way that compromises the honor, privacy, or safety of those photographed. This includes the explicit prohibition of distributing material that may be considered invasive, derogatory, or in any way infringing upon human dignity.

We will establish a clear and accessible process for attendees and participants to report inappropriate use of images or privacy-related concerns. This mechanism will ensure a rapid and effective response by the Club to address and mitigate any incident.

Exception for Journalistic Use of Images
To ensure a balance between freedom of the press and the protection of privacy and safety—especially of minors—all media outlets wishing to capture images during events must request and receive specific accreditation from the Club prior to the event.

This accreditation will be subject to review of the outlet’s credentials and the declared intended use of the images.

Upon receiving accreditation, the media will be provided with guidance on the specific areas of the event where image capture is permitted, the restrictions on certain areas or times of the event, and the Club’s expectations regarding respectful treatment of captured images, particularly those involving minors.

The Club expects all images captured under this exception to be used ethically, respecting individuals’ rights and avoiding the distribution of material that may be harmful, invasive, or in any way disrespectful.

The media are encouraged to collaborate with the Club in promoting a positive and respectful representation of sport and its participants.

After each event, the Club reserves the right to review and discuss with the media the use of images captured, in order to ensure ongoing compliance with the established guidelines and to improve future practices.

CLUB’S COMMITMENT TO THE SPECIAL PROTECTION OF MINORS

The Club adopts a zero-tolerance policy towards any form of abuse, mistreatment, or exploitation of minors. This commitment extends to all activities and events associated with the Club, emphasizing the importance of a safe environment for the development and well-being of young people.

We will implement mandatory training programs for all staff, volunteers, and participants in Club activities, focusing on the recognition, prevention, and proper handling of situations that may compromise minors’ safety. We will also develop materials and informative sessions aimed at minors and their families, educating them on children’s rights, how to recognize risky situations, and the channels available for reporting any concern or incident.

PROCEDURES FOR ACTION AND COMPLIANCE

Introduction
The Club will establish specialized teams, including security staff, event coordinators, and representatives, all of whom will receive specific training in the management of situations that compromise the safety, privacy, and well-being of participants, especially minors. These teams will receive continuous training on best practices in incident management, privacy rights, and rapid response protocols in the event of risk or non-compliance. The Club will ensure the availability of multiple accessible and confidential channels for reporting incidents, including dedicated telephone numbers and both physical and digital suggestion boxes. These will be displayed on the Club’s information boards. In this regard, the Club will actively foster a culture of safety and responsibility, where all members of the Club community feel empowered to report any concerning situation without fear of retaliation.

Processing of Reports or Complaints
Once a report or complaint is received, a clear and efficient investigation protocol will be activated, always respecting the confidentiality and rights of all parties involved. Investigations will be carried out by qualified personnel[1] and, when necessary, with the support of external authorities. Depending on the results of the investigation, the Club will take the appropriate corrective and disciplinary measures, which may include anything from re-education and additional training for the person who violated the code, to suspension or expulsion from the Club, or prohibition from entering the facilities or participating in events organized by the Club. All measures will be taken in accordance with the Club’s General Regulations, the Rules of Access to the Sports City, and other applicable legislation at the state, regional, or municipal level. We will maintain open and continuous communication with all affected parties during the investigation process and, where appropriate, once it is concluded, ensuring that they are informed of progress and resolutions adopted.

Review of Policies and Practices
The Club commits to periodically assessing the effectiveness of its action and compliance procedures, incorporating lessons learned from past incidents and adapting to new regulations and best practices in the management of safety and privacy. We will use real cases (always respecting confidentiality and anonymity) as training tools to improve our staff’s preparedness for future situations, ensuring constant learning and continuous improvement of our procedures.

Practical Application Examples
Taking photographs in restricted or prohibited areas: A fan is seen taking photographs near the locker room area, which is designated as restricted or prohibited for image capture. Intervention and awareness: A response team member approaches the fan, explaining the sensitivity of the area and the potential privacy risk to the athletes. The fan is politely asked to delete the images and is reminded of the areas where photography is permitted. Reinforcement of signage: The Club reviews and, if necessary, improves signage around restricted areas to ensure that policies are clear and visible to all attendees.

Reporting inappropriate use of images on social media: The Club is notified (through the established communication channels) that certain images from a recent event, including images of minors, have been published on social networks without the explicit consent of parents or guardians, or any other legitimate justification. Investigation and action: The Club’s specialized team initiates an investigation, collaborating with authorities and social media platforms to identify the responsible party and remove the images. Support for affected parties: On one hand, the Club offers support to affected families, including initial legal guidance. On the other hand, it reinforces education within the Club community about the importance of consent and the protection of online privacy.

Training on privacy and data protection: The Club organizes training sessions for coaches, staff, and volunteers on privacy, data protection, and how to handle recording devices during events. Implementation of best practices: Through these sessions, participants learn protocols for the safe handling of personal information and the importance of respecting camera-free zones, ensuring everyone is prepared to act in line with Club policies. Feedback and continuous improvement: Feedback is then collected from participants to evaluate the effectiveness of the training and make adjustments for future sessions, ensuring the content remains relevant and practical. These examples illustrate how the Club effectively puts its policies and procedures into practice, demonstrating its commitment to protecting the privacy, safety, and well-being of all participants, especially minors. Through education, respectful intervention, and rapid incident response, the Club ensures a safe and welcoming environment for its community.

Responsibilities of spectators and duty to be informed, report, and act appropriately
Spectators are expected to inform themselves about the Club’s policies and guidelines regarding the use of cameras and recording devices before attending events. This includes, but is not limited to, restrictions on the use of professional cameras, designated camera-free zones, and the handling of images of minors. Spectators have the responsibility to report to Club staff any suspicious behavior or policy violations, including the misuse of cameras or inappropriate image capture, especially if minors are involved. If approached by Club staff regarding policy compliance, spectators must adopt a cooperative attitude, understanding that these measures are designed to protect the privacy and safety of all attendees. Spectators must contribute to an atmosphere of mutual respect and consideration, avoiding behaviors that may be disruptive, offensive, or dangerous to other attendees, especially minors. Spectators are encouraged to support Club initiatives related to education and awareness on issues of privacy, safety, and child protection, by actively participating in campaigns or proposed activities.

Modification and updating of the code
The Club will periodically review the Code of Conduct, at least once a year, to assess its effectiveness, relevance, and compliance with current regulations. The Club will use surveys and forums, both online and in-person, to gather feedback and suggestions from members of the Club community about the Code of Conduct. This process will help identify areas for improvement and collect direct experiences of its application. An open and accessible channel will remain available year-round for community members to submit suggestions or comments regarding the Code of Conduct, ensuring the review process is inclusive and continuous.

[1] Qualified personnel shall mean, at a minimum, a person responsible for the Club’s security, a member of the Board of Directors, and/or a legal advisor specializing in matters related to the right to honor or data protection.
